I think the most reasonable way to buff the necro is to make the field of
vision as big as Hunter and Assassin’s. This way Necro know where all the
nearby enemies are and gives them some time to flee. and also more squares
to controoool. damage and penetration is fine as it is.

Necromancer is certainly overrated, and most skillfull players can easily
counter necro even without use pentashot or octotank, not to mention
necromancers are so reliant on the environment. Necromancer’s square amount
should be max right from the start, and produce squares automatically from
the sides as well, which is affected by upgrading reload. This way the
necromancer is actually going to be capable of doing shit.
